
Sebastien Dutrisac is a dedicated Alberta-based expert in municipal and NGO governance, agricultural policy, and regulatory implementation, with over two decades of frontline experience shaping practical, community-focused outcomes.
As a past Councillor for Division 4 in the County of Two Hills, Sebastien contributed directly to municipal decision-making, service delivery, and local policy development. Previously, he served as an Agricultural Fieldman and Assistant Agricultural Fieldman in Northern Sunrise County, where he successfully enforced zero-tolerance policies for invasive pests such as clubroot. In high-stakes crop regions, he supported producers while implementing sustainable agricultural practices and strict regulatory measures—policies and enforcement actions that, in multiple notable case, were unsuccessfully appealed to both local appeal board and to the Minister’s office. This experience reinforced the importance of clear, defensible regulations grounded in provincial legislation and community protection.
Sebastien has held key leadership positions in provincial agricultural networks, including serving as President of the Association of Alberta Agricultural Fieldmen (AAAF)—representing 69 municipalities—and as ASB Provincial Committee Chair and the ASB NE Representative. In these roles, he advocated for rural producers, networked on shared challenges (e.g., pest management, disaster declarations, and mental health supports like farm stress lines), and influenced policy through resolutions and ministerial engagements. His education includes certifications in Agricultural Fieldman training and Program Administration and Legislation from AAAF/GOA, plus a background in agricultural technology from Collège de Technologie Agricole et Alimentaire d’Alfred (University of Guelph campus).
Drawing from this foundation in rural and municipal realities, Sebastien founded Pen to Anvil Advisor to help governments, agencies, NGOs, and regulated industries draft clear policies and forge resilient governance frameworks—particularly in municipal administration, regulatory strategy, intergovernmental relations, and agricultural/policy intersections.

When not advising clients, Sebastien enjoys farming, family time with the grandkids, staying engaged with community organizations, and exploring Alberta’s landscapes—always grounded in the real-world perspectives that inform his consulting.
